The 1920 appointment of the Jewish Sir Herbert Samuel as the first High Commissioner in the Land of Israel was so enthusiastically received in the Yishuv that he was called ‘HaRishon B’Yehudah.’ Expressions of admiration for him intensified when he declared Jerusalem the capital of the Mandatory Land of Israel. He later caused some disappointment within the Jewish Yishuv after ordering a temporary cessation of aliyah in 1941 and for his neutral position in the Israeli-Arab conflict, despite his being a Jew.
