It was sent to Rabbi Ephraim Zalman Margaliot, and his responsum to it was printed in Shu”t Beit Ephraim, Even HaEzer section, siman 6. The “Beit Ephraim” mentions “the sharp rabbi, the avreich Rabbi Meir Ya’akov who received this question, writing …” That is to say, the one who sent the question to the Beit Ephraim was Rabbi Meir Ya’akov – the lengthy responsum by Rabbi Meir Ya’akov to this question is the one before us. Rabbi Meir Ya’akov HaLevi Horowitz (1756-1782) was the son of the gaon Rabbi Pinchas HaLevi Horowitz, author of Hafla’ah and son-in-law of the gaon Rabbi Shaul of Amsterdam, author of Binyan Ariel. He was a great Torah scholar, but predesceased his father, passing away at just 26 years old. At the end of Sefer Hafla’ah, his father quotes his Talmudic novellae on tractate Ketubot, and writes by introduction: These are a commemoration, and I pour out my soul, because my delight, my son and disciple, z”l, is far from me. His soul was bound up with mine, and he was summoned to the yeshivah on high at 26 years old. He was full of Torah and fear of Heaven, wondrous in sharpness and expertise. He asked of me, before his pure soul ascended, to print some of his novellae …” More of his Torah novellae were printed at the end of Machaneh Levi (leaf 96a and onward) by his brother, Rabbi Tzvi Hirsch HaLevi Horowitz, Av Beit Din of Frankfurt am Main.
