Under the dedication is his personal stamp Aharon HaCohen Av Beit Din of נאוואשווענצאני, suburb of Vilna.
Rabbi Aharon HaCohen [1865-1936], son-in-law of the Chafetz Chaim. A Rabbi in Lithuania and in Tel Aviv, author of many books.
