They suggest the establishment of a committee to oversee the new program, which should consist of three people; ‘a Torah scholar, businessman and artisan’.
The letter was sent to Rabbi Shmuel Salant for his response, with a note that its content must remain a ‘complete secret’. The suggestion was also sent to Rabbi Yosef Chaim Sonnefeld and Rabbi Yitzchak Blazer.
