The top part is a missive from Hebron administrators in Constantinople describing the difficult condition of Hebron Jews, the debt of over 25,000 piases , and the danger lying in wait should they not cover their debt to the Yishmaelim. They note that it is a matter of pidyon shevuyim and mention the merit of the forefathers who are buried in Hebron.
