Official letter from the royal governor or prince of the Hesse region of Germany to his dignitaries in which he complains to them about the illegal sale of lottery tickets to Jewish and Christian collectors. The prince/governor indicates that the sale of these tickets undermines the economic prosperity of his citizens and has become out of control. He mentions that there has already been a decision taken to prohibit this earlier, in 1788, and it therefore this prohibition must be announced in public.
There is a segment of handwritten text on the other side of the letter with a request by the mayor that he label the letter in the city archives. Includes confirmation from the mayor that he has done so.
