The author was one of the major Rishonim, a student of the Rabbi Eliezer Yoel HaLevi and Rabbi Yehiel of Paris, and the rabbi of the Mahara”m of Rottenberg. A manuscript of the book was in the gniza of Rabbi Zvi Hirsch Lehren of Amsterdam. He purchased it from a fisherman in Paris who found it on the shore after a ship was destroyed and sank. This manuscript miraculously survived.
