At the top of the title page is a handwritten dedication by the author and his signature (in the first line the top of the letters are cut off a bit).
The addressee is the renowned Rabbi Raphael HaCohen, Head of the Beit Din of Altoona, Hamburg and Andsbeke, author of “V’Shav HaCohen, ” the rabbi of Rabbi Chayim of Vilozhin.
The author was one of the great rabbis of his time. In this book he corresponds about halacha with other great rabbis: Rabbi David Tabli of Lissa, Rabbi Meir Pozner author of “Beit Meir, ” Rabbi Pinchas Halevi Horowitz author of “Sefer HaPliya” and Rabbi Yeshaya Pick-Berlin. From 1781 he served as the rabbi of Rotterdam until his death in 1806. In #41 of the book is a reply relating to money sent from Philadelphia in the United States!
