In the proclamation, the rabbis call for general day of prayer across the entire Land of Israel. The stamp of the chief rabbinate of the Land of Israel in the name of Rabbi Yitzchak Isaac HaLevi Herzog and Rabbi Ben Tziyon Chai Uziel appears in print in the margins of the missive. That year, worries in the Land grew following rumors regarding the advancement of the German army towards the gates of the Land of Israel, from the direction of North Africa. In light of the great concern, the chief rabbinate publicized this proclamation.
