The psak din relates to R’ Yuzpe Parnes and the Friedland community which did not appear at the din Torah that took place in neighboring Jastrowie. Rabbi Moshe Yitzchak HaLevi z”l was the av”d of Zlotvi, a proficient scholar and a pure righteous person who was an expert in both revealed and hidden aspects of the Torah. He was the son of Rav Yechezkel (son-in-law of Yitzchak HaGadol, av”d Posen). His lineage is detailed in the Da’at Kedoshim of Eisenshtat, p. 45, with interesting information by R’ Y. Eibshitz.
