The author was a prominent disciple of the Admor of Lubavitch, the “Tzemach Tzedek”. In his youth, he served as Rabbi in Dvinsk, and then as Rabbi of Lublin for 28 years. He immigrated to Jerusalem in 1892 and was the Rosh Beit Din of the ‘chassidim’ until his death in 1902. He authored and printed additional works in Jerusalem, but this is the only one printed in a foreign country. Refer to: Encyclopedia L’Chassidut, section three, column 854. At the end of the work, before the indexes, the author writes that due to financial constraints he was unable to print the entire work. Twenty-seven years later, another section of his responsa was printed posthumously.
