In 1854, the Hebron community appointed R’ Yosef Shalom of Baghdad to oversee the city’s Kollels which were in heavy debts. Since, the situation did not improve the city Rabbis demanded an income and expense report. When R’ Yosef Shalom did not answer, they turned to the Jerusalem Rabbis for assistance, asking that they obligate him to present a detailed report. He did not respond to their demands, but instead turned to the British consulate (he was a British citizen), and had Rabbi Refael Yisrael Elyakim and Rabbi Moshe Kimchi imprisoned. They were released three months later, after much effort. R’ Yosef Chaim was excommunicated by the all the rabbis –both Ashkenazic and Sephardic. He authored the “Eidut B’Yehosef” booklet, placing the blame on those involved in the controversy. A response to his claims were presented in this booklet by Rabbi Yehuda Papo who compiled letters from the rabbis of Hebrew, Jerusalem, Safed and Tiberias.
