The leaf is divided into four columns: Serial Number; Name and Address; Signature. Both sides of the leaf contain 39 names.
This is apparently a list of stipends-support and such for rabbis and Torah leaders in Jerusalem, some of whom were saved from the Holocaust and came to Jerusalem during those years, beside community activists and leaders. Next to each rabbi’s name, the recipient has signed, twice if the recipient is not the rabbi himself, but a relative or messenger.

Sienkiewicz,, Rabbi Rephael Katzenelbogen, Rabbi Zalman Sorotzkin, the gaon Rabbi Yitzchak Ze’ev Soloveitchik of Brisk, Rabbi Isser Zalman Meltzer, Rabbi Eliezer Yehudah Finkel, Rabbi Yechezkel Sarna, the “Da’at Sofer” of Pressburg, the Rishon LeTziyon Rabbi Uziel, Rabbi Yosef Tzvi Dushinsky, Rabbi Moshe Blau, Dr. Yitzchak Breuer, Dr. Buxbaum, Rabbi Pinchas Levin, and more.
