The letter was written to his father-in-law, Rabbi Mordechai Gimpel Yaffe (1820-1891), rabbi of Różana, White Russia, and one of the first members of “Chovivei Tzion.” The letter includes his opposition to holding a conference in Warsaw (of Chovivei Tzion?).
Rabbi Zvi Hisrch HaKohen Valk (1856-1906) was a disciple of Rabbi Yosef Dov Ber Soloveitchik of Slutsk. He was a prominent Torah scholar of the time, rabbi of Gruzd, Kossovo, Popilian, Plotzk, and Pinsk, where he succeeded Rabbi Eliezer Moshe Horowitz. He authored the Keter Kehunah commentary on the Sifri with the Hagahot HaGr”a, Teharat Hakodesh, and more.
