Protocol of a meeting of the Vaad HaKlali in Jerusalem, in which they give power of attorney to the trustees to sign on financial documents related to the Vaad HaKlali. Trustees included Rabbi Eliyahu Mordechai Eisenstein, who was Rabbi Shmuel Salant’s secretary for decades. Signatories include Rabbi Zalman Baruch HaKohen Rubin, president of the Vaad HaKlali and vice-president of the Municipal Council for the Jews of Jerusalem; Rabbi Elimelech Perlman, one of the prominent communal activists and leaders of the chassidic community in Jerusalem and its institutions. The signatures are followed by a confirmation and agreement to the document, stamped by Rabbi Shmuel Salant.
Rabbi Shmuel Salant [1816-1909] was a child prodigy. He studied in the Volozhin yeshiva and received his rabbinic ordination from Rabbi Avraham Abba Posveler and Rabbi Yaakov Bruchin, rabbi of Karlin. When he moved to Jerusalem in 1841, he served as Av Beit Din of the city’s Ashkenazim. After his father-in-law, the gaon Rabbi Zundel Salant’s, passing, he was appointed his successor as rabbi of Jerusalem. He was a noted leader and halachic adjudicator for over fifty years, until his passing.
