Rabbi Ya’akov Shaul Elishar (1817-190) was born in Safed and moved to Jerusalem where he served as the Head of the Beit Din and as the Chief Rabbi. He is known by his moniker Yis’a Bracha. He was the last “Hakham Bashi.” The neighborhood of Givat Shaul in Jerusalem was named after him.
