The authors of this proclamation were aware of the emergency situation that caused Shabbat rest to be brought to a halt. “Therefore we will be stringent concerning all inhabited places and in all cases where there is not a concern of danger to life that keeping Shabbat’s holiness and rest will be safeguarded”.
