The letter is from 1917 based on the written reference that they are now under the British Mandate. In clear handwriting with impressive seals of the presidents of the Kollels. Signed by seven rabbis, among them Rabbi Avraham Leib Zilberman, Head of the Beit Din of Safed, and Rabbi Ephraim Shraga Weingot, who later was Head of the Beit Din of Safed.
